Quick Thoughts
The rates you see on Capital One Shopping and Capital One Offers are targeted, so you might see different rates.
On Capital One Shopping, some people are seeing 20% cashback, but others are seeing 40%. Capital One Shopping frequently sends targeted emails that offer even higher rates than those displayed on its website, so if you get any of those today then be sure to check the rates.
Capital One Shopping is a shopping portal available for everyone. Capital One Offers on the other hand is only available if you’re a Capital One cardholder. If you only have a cashback earning Capital One card, the reward will be offered as cashback. Capital One Offers cashback is better than Capital One Shopping cashback; that’s because the former is actual cashback, whereas the latter can only be redeemed for select third party gift cards.
If you have a Capital One card that earns miles, your Capital One Offers should be offering you the rewards in miles that are even more valuable than cashback. As a result, 30X miles through Capital One Offers will, for many people, be superior to 40% cashback through Capital One Shopping, if you’re targeted for both those specific rates.
If you’re new to Capital One Offers, you can find it when logging in to your Capital One account. Scroll down to the section where it says ‘Activate shopping offers’; click on ‘View all offers’ and on the next screen near the top you should see your Viator rate.
Note that only activities seem to trigger this latest offer as other types of bookings like hotels, flights, and rental cars are specifically excluded.

I would add that you might have cash back offers on Amex or Chase cards, and if you buy through the Cap1 portal, you should be able to use those cards.
Is it possible to get both in the same transaction?
OK, I can answer my own question and say you can only do one.
Like you found, it’s one or the other. They’re both shopping portals, so you can only earn rewards with one or the other.
