Capital One Offers, the non-public shopping portal that is only open to Capital One cardholders, is currently offering 15x miles or 15% cash back (depending on your card) at IHG Hotels & Resorts. You’ll have to find this offer within your credit card login, but this could be a great return since you’d ultimately click through and book direct with IHG, which would mean earning the normal IHG points and elite credit / benefits for your stay.

Quick Thoughts
Keep in mind that this offer excludes both Kimpton properties in “America” (not clear if this is just the US or “The Americas” more broadly) and Six Senses properties. However, it otherwise ought to be valid at other IHG properties worldwide.
I’ve recently had targeted Capital One Shopping offers of 15-20% back, but those rewards through the public shopping portal can only be redeemed for gift cards. The offer shown above is not from that public portal but rather from Capital One Offers, which are offers found within one’s Capital One credit card account. That’s potentially a much better deal as I’d be much more excited about earning 15x transferable points on top of earning IHG One Rewards and benefits for the stay.
Note that there are also some other notable travel-related offers like 12x miles at Avis, 6x at Marriott, and 4x at Vrbo (among others).

Does the purchase of the hotel need yo be at checkout from the site or checkout from the hotel? I have an upcoming work stay in Montreal in early September where I have the Intercontinental booked, and considering rebooking to get the 15x but want to make sure I do it right.
You don’t need to book a prepaid rate, you can pay at the hotel.
@ Nick — Word of warning: Rakuten states that cash back will not be earned on “Specialty negotiated rates (IHG friends & Family, corporate rates),” but then denies payment on AAA, AARP and government rates. If that is true, perhaps they could bother explicitly listing those rates in the T&C?
Hopefully, Capital One is more honest. If I have the offer, I will certainly give it a shot.
I would expect that AAA or AARP could qualify as specially negotiated rates (and thus be excluded) since obviously those programs have negotiated a special rate for members. Same thing if you were using the rate code for someone’s wedding block or a conference – those are specially negotiated rates. I imagine it would be onerous for the hotel chains / portals to try to list all of the excluded, specially negotiated rates considering the thousands that probably exist and the fact that new ones are constantly added for conferences, weddings, companies, etc. When it comes to the AAA rate, sometimes I get lucky and get rewards anyway, but I know there is some risk.
To be clear, it’s not Rakuten’s failure in that case, they’re just listing the exclusions given to them by the brand. I can’t imagine that Rakuten could possibly know all of the individual specially negotiated rates on which IHG (or whatever hotel program) will deny them commission. They’re listing the exclusions that IHG provides and then it’s really up to IHG to pay them a commission so they can share their piece with you.
I still think it is dishonest, but perhaps it is IHG being dishonest rather than Rakuten. AAA and AARP rates are very common, and Rakuten/IHG used to pay out on them. The fact that they started denying these rates for cash back without any mofications to their T&C is what I find dishonest.
Assuming IHG is the cause, then I would expect those rates to not work via CapitalOne either. Regardless, I think one would be wise to book the 10% lower AAA, AARP, etc rate when using these links and then hope they still receive the 15% back, rather than forgoing the 10% discount and then still having to hope the vendor pays out.
