So does that mean I can’t use it to pay my Income Taxes and get the low fee ($3-4) available when paying with a debit card?
correct. You cannot use it as a debit card. You can use it as a credit card (even though it is not technically a credit card).
This is pointless to me (for now anyway). I don’t have much non-bonus or non-spending requirement spend, but the stuff that doesn’t I pay for with Vanilla giftcards at CVS with Citi TY 5x until next year (or they kill the 5x).
each $500 GC adds $3.95 in addition to the $8.95 shipping fee, hence it becomes costly.

Don’t do this! Amex will ship them via UPS with no signature required. UPS will just leave them at your door if nobody is home. No activation on the gift cards is required, so anyone can just take your gift cards and use them!
If you get the Premium Shipping plan (90 day free trial), they ship the card Next Day, signature required.

This is good for time shifting expenses in order to meet minimum spend, but can you also cashout these gift cards? Otherwise, what value is this deal? Please explain.
you can’t cash out the amex gift cards. But you do get points on the credit card used to buy the amex cards (usually), then an additional 2% back from big crumbs for buying them. You then use the Amex for ordinary purchases. So the value of this is that you are getting rewards on the original credit card AND the 2% back from big crumbs for your purchases.
