Looks like it’s only on United own metal. If any of the segments served by a partner it’s a no go.
I already booked my round trip using United miles. Can I swap the miles used (which are more than those offered) for this new miles rate offered here.
Yes you can get the new rate, however they will charge you a fee. According to their terms “Qualifying existing award tickets may be reissued, upon request, to the award sale mileage. They are subject to the award change policy, including any applicable service fees.”

Can I book this through Singapore Airlines ( I have a ton of Singapore Air points) as a Star Alliance member and still get the promo?
No this is a United promotion and you must use United miles to get the special rate.
Does this only work originating in US? Or would RT EU-US work too?
It does work from EU-US as well. Either direction as long as it is a roundtrip.
