Quick Thoughts
This offer isn’t quite as generous as HP offers used to be years ago, but it certainly may still be useful for someone considering a new HP computer. Despite the terms of the offer making it sound like you need to shop via a specific URL, keep in mind that clicking through a shopping portal usually still works and stacks. It might be worth browsing to the site in the browser where you have Capital One Shopping extension installed to see if you get an intriguing targeted offer (assuming that it does indeed stack).
Wonderful advice about not needing to click through the link. Is that usually true on other amex offers, especially for Dell? Dell offers usually say you need to go to their business and/or amex site; if I just go to their consumer site would those offers on my Amex Blue Biz card still work?
Things can always change, but going through the consumer site (and using cashback/airline portals, etc.) has always worked to get Amex Dell credits.
