Although purchase fees are waived, if you buy physical gift cards you’ll still be on the hook for shipping fees. The best value is therefore in buying digital Mastercard or Visa gift cards as then they’re entirely fee-free other than any kind of liquidation costs that you might have.

I cannot answer your question, but why are you wanting to buy these gift cards and then use them to buy more gift cards? Why not go right to buying the gift of college cards? What am I missing?
Grocery stores in Northern California like Lucky’s do not accept credit cards for buying Gift of College gift cards, they only take debit cards (at least the ones in my area).

Just noting InComm services the Visa/MC gift cards from all 3 sites, and all the InComm serviced gift cards I’ve had recently failed to work for paying estimated federal income taxes, probably because you’re unable to register a ZIP code for the card.
I’d love to hear otherwise. So far the only site I’ve found for $500 VGCs that work with federal tax sites is GiftCardGranny (serviced by Black Hawk Network), and they rarely do no-fee deals.
