Quick Thoughts
I believe this should stack with shopping portals so you should be able to stack an even better deal out of it if you’re actually switching to AT&T (if you aren’t on a set timeline, it might be worth setting an alert at Cashbackmonitor.com to know when the payout increases since portal rewards aren’t great right now).
The terms stipulate that this is aimed at new customers switching to AT&T, but it is certainly possible that it will work even for existing customers. If I had the offer and I were an AT&T customer, I’d certainly give it a shot.

Nick, genius! I followed your hunch regarding existing customers and paid $63 with my Citi DC as a partial payment on my wife’s AT&T account, which she has had forever. Paid 11/9 and the $100 rebate posted today. Hope this helps as a data point for others. Many thanks!
Really interested if you can go to an AT&T store and buy a few chargers (or order online), or maybe an Apple TV or something.
Could possibly stack this with T-Mobile free lines from last year if you don’t need all the lines. You can port out one of your paid lines (assuming you have more than 2 paid lines and it’s been more than 365 days since you added a line). Keep it with Att for 91 days then pretty or back into one of your free lines. Last AAL offer was in December though so missy people probably won’t qualify before 11/30. That said, could probably do it cheaper with a mvno like mint or visible
