Quick Thoughts
The $35 back only represents savings of 10% if spending exactly $350, but that’s certainly better than nothing and it can be used twice.
Note that unlike many Amex Offers where cumulative spend across one or more transactions counts, with this particular offer you have to charge at least $350 in a single transaction to your card.

Do you mean via Capital One Offers? If so, the two would stack – it doesn’t have to be one or the other.
There are also many people who can’t get approved for Capital One cards, plus rates via Capital One Offers (if that’s what you’re referring to) are targeted from cardholder to cardholder, so even those with a Capital One card might not see 20%.
