Citi only started offering ThankYou points transfers for holders of their Prestige and Premier cards a little over a year ago. During that time they have added a number of international airlines such as Etihad, Singapore, Qatar, Qantas and more. Today they added their first domestic airline, Virgin America.
As of today, ThankYou points officially transfer to Virgin America Elevate at a 2:1 ratio. This means that 1,000 ThankYou points will normally equal 500 Virgin Elevate points. Thankfully, they are also offering a temporary bonus to make that even better.
As part of the launch, Citi is offering a 25% transfer bonus to Virgin America Elevate. Through October 21, 2015 1,000 ThankYou points will equal 625 Virgin Elevate points. Here are the terms:
Limited Time Offer: Receive 25% Bonus Elevate points when you transfer ThankYou Points to Virgin America by 11:59 p.m. ET on October 21, 2015. This means that for every 2 ThankYou Points transferred, you will receive 1.25 Elevate points. After promotion, for every 2 ThankYou Points transferred, you will receive 1 Elevate point.
Points transfers to Virgin America are now live and can be done while you are logged into your ThankYou account.

I’m not sure I understand the question. Yes you can transfer points earned through a credit card sign-up bonus if you have the ThankYou Premier or Prestige cards.
