You cannot apply the 30% off code to the purchase of gift cards, but you can use the 30% off code when paying with gift cards:

If I buy gift cards and use a different card but go through the Discover portal, will 10% cash back be awarded?

Yes, in my experience that works, but if anything goes wrong you won’t get help from Discover.
