As is always the case with these offers, the best value is to buy the eGift card version of these cards as that way the fees are entirely waived. If you buy physical gift cards, the purchase fee is waived but you’ll still have to pay for shipping fees.
TheGiftCardShop frequently runs these types of deals on Visa gift cards, but deals on Mastercard gift cards are less common, so this could be a welcome offer for those who prefer liquidating Mastercard gift cards.
Be aware that Amex doesn’t offer rewards when buying gift cards from TheGiftCardShop and it might code as a cash advance on Amex cards, so best to pay with non-Amex cards.

yes, I’ve used it multiple times for Visa eGC. no problems. Emails usually come within about 30 minutes, occasionally longer. For my ‘project’, I was getting up to 5 per month @ 460.
