GiftCards.com is offering $2 off on Visa Gift Cards with promo code B2SVISA. Unfortunately, the code only takes $2 off per order and I believe that using the code may invalidate portal rewards, so this deal probably isn’t worth it. On the other hand, if you can’t get in an order or purchase elsewhere, it’s still possible to beat the fee with a good rewards card.

Quick Thoughts
GiftCards.com will allow you a maximum of $2,500 per order including fees, which means you would at max want to buy four $500 cards. However, this coupon code only takes $2 off total, so it wouldn’t be very appealing to use this one on an order of multiple cards.
Neither does this code present a great deal on a single card since GiftCards.com ordinarily charges a $6.96 activation fee plus a $1.99 shipping fee for a single card. This code essentially provides free shipping on a single card (though I’m not really sure how GiftCards.com is running the math in the screen shot below as it doesn’t look like it’s actually taking the $2 off).
The most unfortunate thing is that I believe this would eliminate portal rewards since I’m not seeing the coupon code on any portals yet. Assuming that’s true, it wouldn’t make sense to order with this coupon code over simply clicking through a portal since you’ll likely earn more than $2 in rewards from your chosen portal assuming that you have not exceeded the monthly caps on portal rewards.
The current Simon Mall deal — $1,000 Visa gift Cards for a $3.95 activation fee — would be more attractive to be both on a cost and liquidation basis, though sites like GiftCards.com do have their advantages. Note that Gift Card Mall is likely a better deal still.
Overall, I’ll probably give this one a pass.
