Quick Thoughts
This is an awesome payout if you’re looking to buy a computer or other electronics from HP Business. It would also stack with 5% back via the Amex OPEN Savings program that’s available for Amex small business cards. American Express has announced the end of that program as of June 1, 2018 (See: American Express Ending The OPEN Savings Program), but if you have previously selected the 5% statement credit for HP, you should still get it for purchases until June 1st.
I personally use an HP laptop. While I didn’t set out intending to buy an HP when I needed a new computer, there were just too many deals to stack — between portal payouts, Amex OPEN Savings, and Amex Offers that come around now and then for HP, I was able to score a huge discount on a laptop that enabled me to get a better deal than I could elsewhere. While there is not currently an Amex Offer for HP, the 22% portal payout combined with 5% back as a statement credit if you have access to it could still make for a great deal.
Keep in mind that the 22% payout is for the business section of the site. Also note that while gift card purchases through airline portals have earned miles, reports in our Laboratory indicate that gift card purchases through cash back portals likely do not work.
TopCashback takes forever getting $ back. I’ve waited 2 months for $ so, don’t hold your breath
Most portals wait a month or two to pay out so they can make adjustments if you’ve made any returns. If it shows up as pending, it should eventually pay out.
I’ve never used the Amex Open program before, is this something you have to enroll in? I have 4 cards that are eligible apparently, but when I go into the settings section in my Amex account it doesn’t let me change anything or “save changes.” Is it safe to assume my cards are enrolled and I’ll get the discount?

I can select a change there, but I haven’t tried to save it as I have it set at the statement credit already.
