Meijer sells variable load gift cards, so buying one of those will be profitable seeing as the activation fee is only $5.95. You’ll therefore make $4.05 profit while being able to rack up almost $500 in bonused spend by paying with a card that earns more at grocery stores.
Be sure to clip the coupon before buying the gift card though as this isn’t like the semi-frequent Meijer gift card deals that offer Rewards that are automatically linked to your mPerks account.

how $500 in spend? doesnt it state one use policy (coupon)?
Yep, it does state that, but the terms of the offer are that you need to spend $150 or more. You could therefore buy a variable load gift card and add $150 to it or you could add $500 to it. Either way, you’d be paying the $5.95 activation fee, so adding $500 means you earn additional credit card rewards on the spend.
