Update: This may be targeted.
PayPal just sent me an offer that I consider very good. It also doesn’t seem to be targeted.

[…] $10 Rewards after $100+ Purchase with PayPal […]
I registered the 1st time when you came out w/ this. Got curious, tried again, and it now says for select/targeted people only.
I took screenshoots as I register then bought the 2016 5 oz Silver ATB Roosevelt bullion coin from JM Bullion and used Paypal for checkout. I hope it works so in the end I get an amazing coin for $108.75. With silver rising but still cheap, on sale, that would be only $1.95 per oz over spot. 🙂 Registered with the finances but haven’t done any purchases yet until this becomes more clear.
Yes it seems like the site seems to be broken.
“are recipients of an email invitation from PayPal to participate in the Offer”
Seems targeted?
did anyone else click the hyperlink, register, then receive no indication whatsoever that anything occurred?
I don’t understand how do you sign up for this? Do you have to receive the email?
[…] special thank you goes out to Frequent Miler for posting about this […]
This is so eerily similar to the targeted deal they ran back then. Their terms originally never stating it’s targeted, but after lots of untargeted people who took advantage of the offer and never got it went to complain, they shadily changed it. I’d avoid this deal at all costs.
Here’s the old deal at slickdeals with many complaints in the comments:

I’m a little confused about the exclusions part.
Are ebay purchases included or excluded from this promo? Could someone throw more light on this, please?
The website is actually paypal-promo.com so i’d beware. I’m guessing it might be a phishing site.
Their gifts website is PayPal-gifts.com. Nothing new here. According to Safari it checks out
It does have the valid PayPal, Inc. certificate.
