Does the person I refer have to make the minimun $20 payment in order for my referral to be valid for $800?
Yes, they do.
What if they already have a Plastiq account, active user or not?
If they have an account, you wouldn’t be referring a new customer. Neither of you would get anything. You need to refer someone new to get credit for a referral.
Of course I assumed that was the case, but their offer makes no mention of that limitation. I tested it by using two of my email addresses, and even though I received a “you’ve-been-invited” email, when I logged in I got an invalid promo code error msg. So that’s confirmed.

What is fee-free dollars? How do you use it? Do you use it against the 2.5% credit card fee to offset it?
That is correct. It means that for the first $400 in payments you make, you will not pay the credit card processing fee (and then when you refer others, you will get $800 in payments where you will not incur the fee). If your payment is for more than $400, you will still pay the fee on the difference.
