Yes, the section entitled “Amex Application Tips” is specific to Amex.
As to why you were declined, you can try calling the reconsideration phone number listed in that section to speak with someone. Know that they won’t always have the actual reason and may just make one up, but if it’s something like the 90 day rule or 5 credit card rule, they will let you know.
